Axis Powers Hetalia is about countries being personified. Therefore, Germany is the personified country of well, Germany! West Germany, to be exact!
He knows all about your modern and historical Germany, since he kind of lived his life being that country. He would most likely mention several things we have in our current civilization.
Manga-wise, there was no indication of his childhood and his story begun during WWI. He met with Italy and from then, they became best friends. Most of the time, he just saves Italy from being beaten up by other countries. Japan soon followed and thus the 'Axis Powers' trio was born.
WWII came along and there were hardships and most of the battles happened during on this one island where China built a Chinatown in. Germany seemed pretty satisfied with staying there since there was beer. Of course, he didn't. WWII finally ended and now, he's where he is today--in Germany.
He once tried to propose to Italy during Valentine's day, after mistaking Italy's strange affection for him as romantic love. After being rejected in public, Germany returned to his regular life. Though, the event revealed a small memory from his past but nothing that could affect him mentally in the present.
After the Berlin wall fell in 1989, he was reunited with his older brother, Prussia, who now goes by the name East Germany. Prussia calls Germany "West". Germany calls Prussia "bruder" (Nii-san).
[Personality]
Germany is everyone's walking stereotype of what a German man/person is like. He's strict, serious, and by the book. He follows every instruction, law, and order to the fullest. This is because he assumes that nothing can go wrong when you follow something written down on paper or something handed by the authority.
He's also very insecure/awkward with relationships since he seemed to be raised in a military setting. He's not very good at expressing his emotions, making him appear very tsundere even though he's not. Germany has the tendency to be very tactless though sometimes he would be the opposite and would over-think his thoughts before saying anything. Some of the things he says end up being very awkward or scary sounding.
Other people would say that he's very scary as well. But it's all just a misunderstanding. He tries his best not to be scary at all but it seems to fail a lot. He's a real softie in the inside, being very forgiving and understanding. Though, when at work, he becomes a very serious man. If there's chaos around him, he'll take the stand and set things straight. He gets riled up very bad if people don't listen to him, especially during times of importance. He won't hesitate to scold the person or use physical means.
[Specialties/Abilities]
He's pretty much a regular human being. Though, he's chock full of historical knowledge (which is kind of redundant since most people are from other worlds/dimensions) and military knowledge.
He's good with his body (building/using a weapon/combat/????).
As they say, it's Heaven when the Germans are engineers/mechanics.

He's a big moob and very bad with interacting casually, especially with women.
Canon-wise, he let his Italian friend hug and kiss and rub all over him all the time, so I suppose anyone can too though he will question your behavior. Just try not to bother him too much or he might get physical. *laugh*
[Fighting] I guess they can but Germany's a trained soldier. He even sleeps with a gun under his pillow. I'd say he's very good at fighting, not only hand-to-hand combat but with weapons as well, mostly guns or machines. He's also skilled in tactics.
Bladed weapons, on the otherhand, have yet to be confirmed.

*laugh* Go ahead. His head is kind of paranoid so all you'll be hearing are questions or insecurities anyway. I love it when people try to freak him out because he's often very gullible (he's not a fool though!) since he's very trusting when you've earned it.
